This guide is to assist you to understand the opportunities
that exist for doing business with Purbeck District Council, in the
sphere of selling, contracting or tendering
The development of the local supply chain is fundamental to
achieving our objectives in respect of strengthening our community,
whether we develop relationships with suppliers and providers,
either private or voluntary.
The procurement of goods and services is handled by individual
sections, with support from the central procurement function.
Many contracts are let by the Council, but also it uses other
contract arrangements, set up either by a Consortium, central
government agencies e.g. OGC, or by other local authorities.
There are different types of contract:
One-off contracts: let to meet a specific individual need,
generally short term for maybe a piece of capital equipment or
consultancy for a particular project.
Renewable contracts: let for regularly required services let
over a long period say more than 5 years, and are regularly
monitored for performance. These are usually for maintenance
services.
Framework contracts: set up with agreed terms & conditions
with the supplier which allows call-offs to be made without
obligation to the supplier, normally for between 1 and 3 years with
provision for extensions.
Partnership arrangements: reciprocal and long term
arrangements with a service provider either from the private,
public or voluntary sector.
Supplier accreditation:
The Council is in an arrangement with Exor Management
Services Ltd, whereby they are providing us with a national and
regional database of suppliers, accredited to a standard agreed by
the Council. To be able to work with the Council in the near future
your company may have to have Exor accreditation.
Contractual Standing Orders and Financial
Regulations:
These govern the way the Council enters into contracts with
outside organisations, and are to be seen in the
Constitution.
Contract opportunities will be posted on the website, as well
as local press and relevant trade journals.
