Promotion of Sites for Housing Development
Strategic Housing Land Availability Assessment 2009
The Government requires all
local planning authorities to undertake a Strategic Housing Land
Availability Assessment (SHLAA) to provide evidence to support the
delivery of sufficient land to meet the community’s need for more
homes. Purbeck District Council published its first
SHLAA (2007/2008) in March 2008 (see link below).
National policy requires that every local
authority update the SHLAA on an annual basis to maintain a current
supply of potential housing land. Purbeck District Council is now
starting to identify sites for the 2009 update to inform the
preparation of policy options in the Core Strategy Document.
The SHLAA requires local authorities to
identify sites in the district with potential for housing
development; to assess their housing potential; and assess when
they are likely to be developed. National guidance stresses the
importance of a partnership approach to SHLAAs, with local
authorities working closely with stakeholders, such as house
builders, landowners, social landlords, local property agents,
local communities and others.
To ensure that the SHLAA considers all
potential sites in the district, we would like to receive
suggestions of sites that you are aware of, but which are not
currently in the planning process, or which have not previously
been considered through the 2007/2008 SHLAA. Of particular interest
are small sites within the settlement boundaries. The types of
sites to be considered through the assessment are:
- vacant and derelict land and buildings
- surplus public sector land
- land in non-residential use which may be suitable for
re-development for housing, such as commercial buildings or car
parks, including as part of mixed-use development
- additional housing opportunities in established residential
areas, such as under-used garage blocks
- large scale redevelopment and re-design of existing residential
areas
- sites in rural settlements and rural exception sites
- urban extensions
Any sites identified will be included
in the 2009 SHLAA report and will be available to view by members
of the public. The sites will be subject to a thorough
assessment to establish their suitability, availability and
achievability for housing development. All sites will be considered
by Officers without prejudice to any subsequent decision taken by
Purbeck District Council, and there is no guarantee that the sites
identified will be taken forward through the Local Development
Framework.

Completed forms
must be received by 17th July
2009.
Should you require additional time, or become
aware of sites at a later date, we would be grateful if you could
keep us informed as these sites could inform a future review of the
Assessment.
