Annual Monitoring Report (AMR)
The Annual Monitoring Report of the Local Development
Framework is be produced in line with the requirements of the
new system introduced in the Planning and Compulsory Purchase Act
2004.
Every local planning authority have to make an annual report to
the Secretary of State containing information on the implementation
of the Local Development Scheme and the extent to which the
policies set out in Local Development Documents are being
achieved.
Increasing emphasis has been placed on monitoring over recent
years due to the value it can add to the policies and
proposals made by Local Authorities. Monitoring is essential
to establish what is happening now, what may happen in the future
and then compare these trends against existing policies and targets
to deteremine what needs to be actioned or reviewed.
Monitoring helps to address questions like:
- Are policies achieving their objectives and, in particular, are
they delivering sustainable development?
- Have policies had unintended consequences?
- Are the assumptions and objectives behind policies still
relevant?
- Are the targets being achieved?
All of the above will help to ensure that the Local Development
Framework is working as intended and addressing the pertinent
issues in the District with regard to the environment, social
issues and the local economy and enables the Council to see if
there are policies or proposals that need to be amended or
replaced.
