Urban Potential Study 2006

Planning Policy Guidance Note 3 on Housing requires local planning authorities to undertake an Urban Potential Study to assess the level of additional housing that could be accommodated within the urban area. This study provides an update to the 2001 Urban Potential Study and will inform the preparation of the Purbeck Local Development Framework, in particular the Core Strategy. 

 

The study has followed the approach outlined in Government good practice guidance ‘Tapping the Potential’, and has also taken into consideration draft practice guidance on Housing Land Availability Assessments. The study has been extended geographically to include the three urban areas of Wareham, Swanage, Upton, and the district’s large settlements. Potential has been identified as both ‘unconstrained’ and ‘constrained’ yield, according to eleven categories set out in the guidance. An assessment of potential from the district’s small settlements and rural exception sites has also been included based on past completion trends.
