The Planning Policy team prepares the Council´s Local
Development Framework. It also has an input in the preparation of
the emerging
Regional Spatial Strategy, national policy
guidance, Local
Transport Plans and government strategy
and advice.
The Planning Policy team also collects information to monitor
the effectiveness of planning policies and the progress of
development, and works with the Development Control section on the
implementation of planning proposals.
Planning and Compulsory Purchase
Act
The Government introduced the Planning and Compulsory Purchase
Act in September 2004, which introduced a radical change to the
system of town planning in England and Wales. The aim is to
speed up the process, whilst allowing more public
involvement.
Structure plans and regional planning guidance are
being replaced by Regional Spatial Strategies. The South
West Regional Assembly has commenced work on the Regional Spatial
Strategy for the South West.
Local Plans prepared by the District and Unitary authorities
are being replaced by a Local Development Framework.
Policy Guidance
Planning policy guidance is set at a national and regional
level, and outlined in the form of Planning Policy
Guidance/Statements, Minerals Policy Guidance, Regional Planning
Guidance/Regional Spatial Strategies, Planning Circulars etc.

planning related information and guidance.
The Purbeck District Local
Plan
The Purbeck District Local Plan (Revised
Deposit) was published in May 1999 for public
consultation. The representations received were reported to
the Council in December 1999 and Pre-Inquiry Changes were published
for further consultation in February 2000. The Public Inquiry
into the Local Plan started in October 2000 and was completed in
January 2002.
The Inspector´s Report was received on 18 June
2002.
Proposed Modifications to the Plan, as a result of the
Inspector´s Report, were advertised for consultation in
January-February 2003. Further proposed modifications were
advertised for consultation in October-November 2003.
Modification documents are available from the Council or on this
website.
Council in September 2004, considered the remaining
submissions and resolved to make no further changes to the Local
Plan. In November 2004, whilst it acknowledged that for legal
reasons it could not adopt the Plan, Council agreed to publish a
consolidated ´final edition´. See

It should be noted that while the plan is not adopted (and
therefore no policies have been carried forward), it is a material
consideration in Development Control decisions. However,
where policies have been superseded by National and Regional
Guidance, these would take priority over the Local Plan.
