Secretary of State's Proposed Changes to Regional Spatial Strategy

The Secretary of State (SoS) published the Regional Spatial Strategy Proposed Changes for public consultation in July 2008. The following development is proposed for Purbeck District Council:

 

  • 5150 new dwellings by the year 2026 (257.5 dwellings per annum)
    This is a 146% increase from the democratically agreed 2100 dwellings requirement for Purbeck by the South West Regional Assembly in the Draft RSS (105 dwellings per annum). This is split as follows:

    (a) 2750 dwellings strategic allocation
    - No longer referred to as Western Extension, but instead referred to as ‘Area of Search 7B at Lytchett Minster’ and referenced on simplistic plan as area between A350 and A35, corresponding largely with that proposed by Bloor Homes.
    - Area of Search would be removed from the Green Belt leading to coalescence of Lytchett Minster with Upton.
    - Housing identified on premise that ‘demand management’ (i.e. consideration of park and ride or congestion charging) will overcome traffic congestion.
    - Lack of detail on infrastructure requirements – left to local authorities to resolve

    (b) 2400 dwellings elsewhere in Purbeck
    A combination of infilling on brownfield sites and greenfield allocations around towns and/or larger villages
  • 152 hectares of employment land proposed around the SE Dorset conurbation (Bournemouth, Poole and Christchurch) to accommodate 42,000 new jobs, although new sites will probably need to be identified in Purbeck
  • 44 Gypsy and Traveller residential pitches and 21 transit pitches required by the year 2011 – a new site or sites will need to be found.

 

Purbeck District Council submitted representations to the SoS in October 2008 objecting principally to the increase in housing levels from 2,100 to 5,150 dwellings.  The Council now awaits the final decision of the SoS, hopefully during early 2010.
