You may choose to apply for your
planning permission in two ways:
Outline Application - This type of
application deals with the principle of development and does not
involve the effort and expense of providing the drawings that are
required for a Full Application. It is not appropriate if you are
proposing to change the use of land or a building or make
alteration to a building. You are required to submit four copies of
the required forms and plans. The forms may be obtained from the
Council Offices.
The site location plan must show the site outlined in red with
other land in which you have an interest outlined in blue. In
certain circumstances the completion of additional certificates may
be necessary. You may also be asked for further details if
considered necessary, to enable a decision to be made on the
application. However, an Outline Consent alone does not give you a
right to go ahead with the proposal. You will need to submit
a further application, for approval of the "Reserved Matters",
which are the details that were not submitted and considered at the
time of the Outline Application.
Full Application - You must submit four
copies of the relevant forms and plans. In this case block plans,
floor plans and elevations and sections are required in addition to
the site location plan. You may also be requested to provide
additional information. The onus is upon you to provide accurate
plans and information. Again the Local Planning Authority may
request further details and amended plans. A full application is
always required where the development proposed is a change of
use.
Delegated Applications
Certain types of applications do not have to be considered by
the Planning Board and can be determined by the Development
Control Manager. Whether your application is "delegated" is
shown on your application. A delegated application can be
approved provided there are no objections to your application from
any party. Under certain circumstances your application may
also be approved even where there is an objection to your
application, say from an adjoining neighbour, or the Parish / Town
Council. Under these circumstances the objection will be
considered by the Development Control Manager, the Chairman of the
Planning Board, the Vice Chairman of the Planning Board, in the
rare case of an objection from the Parish / Town Council, and your
local District Councillor(s) who are members of the Planning Board,
before the application is determined.
A delegated application can also be refused, but where there
is no objection from the Parish / Town Council, or one of the
principal consultees, then this will also be considered by
the Development Control Manager, the Chairman and Vice
Chairman of the Planning Board and the local District
Councillor(s), before the application is determined.
Non-delegated Applications
These applications normally involve more major development and
are automatically considered by the Board. The procedures
followed are generally as described above with a written report
prepared in every case. This report is normally available for
public inspection not less than 5 days prior to the meeting of
the Board.
